    It is also interesting to read the government verses in context of the government of the day. The government was persecuting Christians. When it says to pray for peace, I think part of that means to just pray that our government will create a society where we can share the Love of God. Even if our leaders aren't Christians, we can always hope for peace and unity so that we can be free to be examples of God's love.
